If you upload *.txt file - this file will be uploaded by the same way, as it's content is entered into description textarea.
If you upload *.html or *.html file - then html-content will be uploaded as article. Other way - file you're attached will be uploaded and will be showed/started to download by clicking on the article link in KB.
